Patrick McGuinness


Mr. McGuinness is the past President, Fisheries Council of Canada. He was with the Fisheries Council for over 30 years, joining the organization as the Vice-President. He has also been elected Chair of the International Coalition of Fisheries Association (ICFA) An organization representing 18 national fisheries associations in North America, Europe, Asia, South Pacific, and South America.  Mr. McGuinness is also the Treasurer of the International Association of Fish Inspectors (IAFI).

Prior to joining the Fisheries Council of Canada, Patrick had an extensive career with the Federal Government.  He worked with the Department of Fisheries & Oceans, International Directorate; Industry, Trade & Commerce, Textiles & Clothing; and the Canadian International Development Agency.

Patrick has a BA (Economics), University of Toronto and a MA (Economics), the City University of New York
